Orange County
Amy's Kitchen recently celebrated the groundbreaking on its East Coast hub – a 389,000 sq. ft. food manufacturing plant in the Town of Goshen. Construction will proceed in stages. The food manufacturer would like to have the first phase of the 389,000 sq. ft. building completed by the fall of 2020, with food production to begin in 2021. The new facility will be the company’s first plant on the east coast. It will create 680 jobs, with potential for future growth. Empire State Development provided $6.8 million in incentives for the project and the New York Power Authority is providing a nearly 1.2-megawatt low-cost power allocation under the Governor's ReCharge NY program.

Recently, State lawmakers and Governor Cuomo reached a deal that would allow Empire Resorts to open a $100 million gaming parlor in Orange County, creating 400 unionized jobs. The new gambling parlor with electric slot machines, known as video lottery terminals (VLTs), will be built on the former Nepera chemical plant facility in the Town of Woodbury. Empire Resorts is the parent company of Resorts World Catskills casino in nearby Sullivan County. It also owns Monticello Casino and Raceway, a harness racing track and racino in Monticello, NY. It is estimated that the new gaming facility will have about 1,100 VLTs, the same number permitted under the state license Empire used to operate VLTs at Monticello Raceway from June 2004 to April 2019. As part of the agreement, Empire will be permitted to keep 59 percent of the revenue from the slot machines, with 8.75 percent going to Monticello Raceway’s purses, 1.25 percent set aside for a horse breeders’ fund, and the remainder going to the State.

Fareri Associates' plans to rebuild the Goshen Plaza will move forward as planned, however, it will receive no financial incentives from the Orange County IDA. While the financial incentives for the project were already approved, the developer recently asked that their application be withdrawn since they could not come to a final agreement regarding practical business practices and the expenses to be incurred by the developer to obtain the IDA benefits. The redeveloped mall, which will be constructed on a 14-acre parcel, will create an estimated 239 full- and part-time jobs when fully leased. The reconfigured shopping center will feature a new CVS pharmacy, a supermarket and other storefronts.

Ulster County
The Health Alliance of the Hudson Valley recently received full approval from the state Department of Health to move forward with its $92.3 million Kingston project. Plans for the new project call for the addition of a new, two-story 79,000 sq. ft. building adjoining the existing facility and a complete renovation of the 48,000 sq. ft. of space within the existing hospital. The new hospital will include a new birthing center, a new imaging department and fully remodeled centers for ambulatory surgery, infusion therapy and endoscopy. Construction is expected to last 3 years.

Exago, a software company recently announced plans to move 40 employees to a renovated midtown building in Kingston and add about a dozen more in each of the next two years. The company, which currently has offices on Wall Street, in uptown Kingston and in Shelton, Connecticut, will occupy 8,900 sq. ft. of space at the former Fuller Shirt Factory building on Pine Grove Avenue.

Westchester County
Wegmans has already begun to recruit employees to staff its 120,000 sq. ft. supermarket in Harrison, in advance of its spring 2020 opening. Wegmans plans to hire 500 people for the new store. Available full-time jobs include customer service representatives, entry-level managers, chefs and line cooks. Job seekers will need to apply online as applications will not be accepted at the construction site. The company also held a series of hiring events: in Eastchester on June 12, White Plains on June 19 and Greenwich, Connecticut on June 26. Wegmans also plans to open a new store in Brooklyn. The Harrison store will be the company’s 48th location in New York state.

BUSINESS CONTRACTIONS FOR THE HUDSON VALLEY REGION

Dutchess County
While IBM is planning to invest billions in New York to expand its research into artificial intelligence, it is also planning for a round of layoffs. The company has recently confirmed that it plans to lay off a small percentage of its workforce. According to published reports, the job cuts would affect about 1,700 employees. Nevertheless, Big Blue has continued to focus on the high-value segments of the IT market and has continued to hire aggressively in new areas that deliver value to its clients. The company’s jobs page lists 7,705 openings. It is not clear if any of the job cuts will impact its employees in the Hudson Valley.

Westchester County
Home Health Services, a New York state-licensed home care agency, filed a WARN notice with the NYS Department of Labor on June 17, 2019 in anticipation of a mass layoff. The home health care services company will lay off 73 employees at its facility in White Plains. The layoffs are expected to commence during the 14-day period starting on September 23, 2019. The employees affected are not represented by a union.

Sears(Transform SR L.L.C.) filed a WARN notice with the NYS Department of Labor on June 3, 2019 in anticipation of a mass layoff. The retailer will close the Yonkers store and lay off 170 employees. Employment separations at the store are expected to begin on or about September 1, 2019. The store has already begun a liquidation sale.

Steiner Sports Memorabilia, Inc. filed a WARN notice with the NYS Department of Labor on June 5, 2019, in anticipation of a mass layoff. The company will lay off 60 employees at its location on Huguenot Street in New Rochelle. Separations will occur during the 14-day period commencing on August 29, 2019, or no later than October 29, 2019.

STRIKES AND LABOR DISPUTES

Orange and Rockland Utilities and IBEW Local 503 have reached a tentative agreement on a four-year contract. Neither O&R nor the IBEW would disclose the provision of the new contract, which union members are scheduled to ratify on June 10, 2019. IBEW’s 582 members include linemen, customer service, transportation, gas construction and service, meter readers, clerks and electric meter technicians. O&R is a subsidiary of Con Ed, which provides electric services to about 300,000 customers in southeastern New York State, and northern New Jersey, and natural gas service to approximately 130,000 customers in New York.
